Local Law 126 of 2021 requires owners of parking garages and open parking structures in New York City to have their structures inspected by a Qualified Parking Structure Inspector (QPSI) and the findings filed with the Department of Buildings. Local Law 126 of 2021 (codified as Article 323 of Title 28 of the NYC Administrative Code, and RCNY §103-13) established the city’s Periodic Inspection of Parking Structures (PIPS) program. It requires most parking garages and open parking structures — with limited exceptions for small lots, one- or two-car garages, and auto service stations — to undergo structural inspection by a QPSI on a recurring cycle, with findings filed to the DOB.
Every covered parking structure must complete an initial inspection by January 1, 2028, and be reinspected at least once every six years after that. Filing windows are phased by borough and community district, meaning your building’s specific deadline depends on its location — some districts (including parts of lower and western Manhattan) had earlier filing windows already open, while others are still ahead. A Qualified Parking Structure Inspector evaluates the structural condition of the garage — looking for issues like concrete spalling, reinforcement corrosion, deck deterioration, and drainage failures that are common in parking structures due to constant vehicle load, exposure, and deicing salt exposure in winter months. Following the inspection, a formal condition assessment report is filed with the DOB documenting the findings and, where applicable, required corrective action.
If an inspection identifies an unsafe condition, the law generally requires it to be corrected within 90 days unless the QPSI determines a different timeframe is necessary and documents it in the filed report. Depending on severity, this can mean anything from cordoning off an affected area to more extensive structural repair before the space can be used normally again.
Failing to file a required inspection within your building’s window can result in an initial civil penalty around $5,000, followed by continued monthly penalties of roughly $1,000 until the filing is completed. Given the citywide demand for a limited pool of certified QPSIs as deadlines approach, scheduling early is the most effective way to avoid a last-minute compliance scramble.

They’re separate laws covering different structures. Local Law 11 (FISP) governs facade inspection for buildings six stories or taller. Local Law 126 governs structural inspection specifically for parking garages and open parking structures, regardless of building height.
If the structure is found safe, the filing is complete until the next six-year cycle. If unsafe conditions are found, repair work generally needs to be completed within 90 days (or the timeframe specified in the report), followed by re-filing to confirm compliance.
